The Ethiopia Country Office has been in existence for almost 20 years and was registered in 2002. With over 300 employees, we now operate in every region of Ethiopia and provide a broad range of PHC, RMNCAYH-N, Youth Development, WASH, and DPC services, including NTDs.

Summary of Work:

The Safety and Security Officer will work under the administration and logistics manager’s supervision and be responsible for the following: managing the organization’s security strategy, guidelines, policies, and procedures; coordinating with field operational staff and outside providers; identifying potential security risks; and creating plans for responding to those risks at different risk levels.

It is required of all Amref workers to uphold the organization’s basic principles, which include commitment, creativity, inclusion, and responsibility. Our interactions and behaviors will be directed by these attitudes and beliefs.

Overarching Duties

The responsibilities include developing and implementing AMREF Security Management Systems and Procedures at the national level, reviewing and revising them in light of contextual changes, and offering strategic recommendations to SMT in response to such changes.
• Ensure that every employee understands the security context of the nation and every region of operation.
• Reduce or reduce security threats to personnel, property, operations, and AMREF’s reputation.
• Provide counsel to SMT in times of crisis and assume leadership roles as assigned.
• Overseeing the security focal point at the field and regional offices
Connection & Entry
• Make and keep in touch with a variety of parties, including security forces, UN agencies, NGOs, and local government.
• Represent the organization in security meetings held by NGOs, the UN, and the government.
Assist program teams in expanding their networks and gaining acceptability in the community. Educate the leadership on the opportunities for accessing the various implementing zones and areas.
• Establish continuing connections with influential locals and other parties in the Amref operating regions. Ensure that Amref, its objectives, and the work it does within its operating areas are recognized and embraced. Encourage partners to collaborate with Amref to guarantee the safety of employees and programs so that they may carry out program implementation tasks.

Organising and Recordkeeping

• As required, plan and execute Security Risk Analyses (SRA) collaboratively regularly.
• Take part in creating Security Management strategies (SMPs), which should include suitable protocols and backup strategies.
• Verify that every document is current and functional.
• Review and update emergency plans that are tailored to the local environment, especially those about travel, hibernation, and evacuation.
• Monitor agreements, bills, service level agreements (SLAs), and other records from security firms that are outsourced.
• Where relevant, follow up on any permissions, approvals, or correspondence from the government regarding Amref activities or festivities.
• Participate in evaluating the hotels that are suggested for staff lodging

Details and Interpretation

• Locate and report any security-related incidents and information, particularly those that could affect Amref’s operations.
• Closely collaborate with every employee to guarantee that occurrences about safety and security are reported in compliance with Amref guidelines.
• Share and make available weekly security updates as well as a daily status report.
Employee and visitor security briefings and orientations
• Based on the results of the Security Risk Assessment, conduct Safety & Security training for Amref employees with the assistance of the HQ security team.
• Keep the Amref operating areas’ On-Arrival Safety & Security briefings up to current, reviewed, and maintained.
• Keep track of visitors and staff who have received orientation and training information.
• Give all guests and new hires a security briefing when they arrive.
• Determine the need for continuous staff training and, if required, provide guards who are hired outside of the company.
• Coordinate with the appropriate authorities to provide personnel with first aid and fire marshal training.
• Participate in security seminars as needed

Construction security

• Ensure that safety equipment (fire extinguishers, etc.) is installed, maintained, serviced, and replaced in Amref facilities.
• Verify that Amref offices’ emergency supplies are renewed.
• Verify that every Amref office has a fire escape strategy in place.
• Regularly evaluate the security and safety of field offices, regional offices, offices, and warehouses to find any weak points and provide solutions.
• Verify that all Amref facilities have security guards under supervision and with proper planning.
• Before and after occupancy, all new Amref field offices must undergo Security Risk Assessments (SRAs), with reassessments conducted regularly.
• Authorization of security clearance for all domestic travel
• Field visits to assist funders and employees in completing project responsibilities.
• Keeping up staff lists and national/international warden plans to guarantee that personnel can be reached in an emergency.

Monitoring, Analysis, and Issue Management:

• If an Amref employee is impacted by a safety or security issue, assistance will be given by the safety and security officer (SSO).
• The SSO is free to work on any additional duties as assigned by their manager, such as assisting the program or support services teams.
• Gather and submit security reports every day that monitor trends and occurrences in Amref’s operational region. Send in contextual updates as necessary.
· Carry out investigations into situations connected to Amref, and as necessary, advise and collaborate with relevant government agencies.

Workplace Prerequisites

Requirements for Experience, Education, and Experience

• At least five years of experience in a comparable capacity; a bachelor’s degree in safety and security management or a related subject with security training, licensing, and registration security education or practical experience;
• Well-versed in the usage of Microsoft Office and other computer programs used by Amref;
• Well-versed in environmental and humanitarian ideals;
• Extremely organized;
• Capable of working independently;
• Willingness to work remotely and travel often, even on short notice.
• Proficient in both written and spoken Amharic and English; knowledge of other regional languages would be advantageous.
• It would be advantageous if you have prior experience working in Somalia, Amhara, Oromia, Afar, Southern Nation Nationalities People region (SNNPR), or any other area.
• Superior capacity to plan and manage responses to security lapses and dangers.
• Outstanding communication and interpersonal skills.
• Capability to react to security alarms outside of regular business hours;
• Strong networking and ease of interaction with non-governmental organizations and other security stakeholders.
• Always approaches work with energy and a positive, constructive attitude;
• Is a team player who maintains composure, confidence, and good humor under pressure;
• Maintains a nonpartisan approach as an enabler to support all staff and operations;
